Abstract
Recently, the United States has drawn down its combat troops from Afghanistan and began to change its military missions. These decisions reflect three dilemmas that the United States has faced since its invasion of October 2001. The first is tension between the COIN (Counterinsurgency) and CT(CounterTerrorism) missions over political support and military resources. The second results from U.S. pressure on Kabul to fight political corruption and the political imperative to respect Afghanistan’s sovereignty. The last concerns opium farmers and their support for Taliban forces and the political necessity to build relations with local populations.
