교원양성기관평가의 발전 방향과 과제

본 연구는 교원양성기관평가의 정착을 위한 정책 방향과 과제를 발전적으로 논의하는 데 그 목적이 있다. 이를 위하여 1998년부터 2009년까지 시행된 제1, 제2주기 시범평가의 특성과 시범평가 과정에서 제기된 쟁점들을 분석하였고, 교원양성기관평가가 처하고 있는 맥락을 확인하였다. 교원양성기관 시범평가의 특성으로 첫째, 평가시스템의 안정성 취약, 둘째, 교원양성기관평가로서 독자성 미흡, 셋째, 컨설팅 중심의 평가 등을 지적하였다. 교원양성기관 평가의 핵심 쟁점은 평가결과를 등급으로 표시하여 교육의 질에 대한 상대적 정보를 제공하는 것이 바람직한가 아니면 최소 기준의 통과 여부를 제시하는 것이 바람직한가 등의 평가 결과 활용과 관련된 논란에 있음을 지적하였다. 교원양성기관평가의 맥락으로 교원양성기관의 과잉공급체제, 현장전문 능력 육성을 위한 교육의 취약성, 교원자격검정령의 개정 등을 지적하였다. 교원양성기관평가 발전방향과 과제로서 교원양성기관평가 성격의 재정립, 교원양성기관평가기준의 적합성 증진, 교원양성기관평가의 전문화, 개방화를 제안하였다.
Abstract
This study aims to discuss policy directions and tasks for the establishment of teacher education evaluation system. To do this, the study analyzed traits of model evaluation implemented from 1998 to 2009 and issues presented in the model evaluation process. It also confirmed the current situation of teacher education evaluation system. The features of the model evaluation system of teacher education were pointed out as follows: first, the vulnerable stability of the evaluation system; second, a lack of independence, third, a consulting-centered evaluation and etc. The most controversial issue of teacher education evaluation system was whether it is desirable to provide relative information regarding the quality of education by grading the result of evaluation or to provide whether or not each teacher education pass the required minimum scores. This study pointed out the oversupplying system of the institution, vulnerability of education in developing professional skills within the field, amendment of the teacher qualification assessment and etc. regarding teacher education evaluation system. For the direction and task for teacher education evaluation system, the following were suggested: reestablishment of the function of evaluation system, improvement of the relevance of evaluation standards and specialization and opening of the evaluation system.
