군 공급체인에서 정보 및 물자흐름과 물류성과와의 관계에 대한 실증연구

초록

공급체인관리의 목표는 정보, 물자, 자금의 관리를 통해 공급체인 최적화를 달성하는 것이라 할 수 있다. 육군은 방대한 품목을 취급함에 있어 군 공급체인 최적화를 위해 정보시스템과 전환 및 직송보급 제도를 도입하여 시행중이며, 이를 통해 정보와 물자흐름을 개선하고자 노력해왔다. 그러나 정보와 물자흐름의 부분최적화에만 집중하여 전체적인 관점에서 이에 대한 평가가 이루어지지 않아 전체적인 최적화는 달성하지 못하고 있다. 이러한 문제의식을 바탕으로 군 공급체인에서 정보시스템과 전환 및 직송보급 제도가 물류성과에 어떠한 영향을 미치는지에 대한 실증적 분석을 하였다. 연구결과 정보시스템 도입으로 인한 정보흐름은 물류성과에 상당한 영향을 미치고 있으나, 수평보급제도를 통한 물자흐름은 물류성과에 대한 영향력이 상대적으로 작게 나타났으며 전환 및 직송보급 제도를 통한 물자흐름은 물류성과에 대하여 유의하지 않은 것으로 나타났다. 따라서 군 공급체인의 최적화를 위하여 정보흐름 개선과 병행하여 물자흐름 개선을 위한 제도보완이 필요하다.

Abstract

The purpose of the SCM is to optimize the performance of supply chain through the management of information, material and money. The R.O.K. Army have attempted to improve the information and material flow by introducing the information system and the transfer/direct delivery system in fulfilling demand. However, due to individual efforts to optimize the information and material flow, the military supply chain as a whole is sub-optimized. Based on these problems, this study is to analyze the influence of the information and material flow on logistics performance. The results show that the adoption of the information system has improved information flow and in turn improved logistical performance and material flow. However, it shows that the lateral transshipment has relatively small impact on material flow but the transfer/direct delivery system has an insignificant impact on material flow. The results suggest that it is necessary to actively utilize the information system and supplement the direct deliverly and lateral transshipment policy.
