초록

군의 존재 목적은 전쟁에서 승리하는 것이다. 효과적인 군의 공급사슬은 전투부대(원)의 작전지속능력 보장을 위한 구조를 가져야 한다. 하지만 재고를 많이 보유하는 것은 효율성을 저하시킨다. 국방예산에 대한 압박과 국방비의 효율적 사용에 대한 사회적 요구의 증대는 재고를 감축에 대한 압박으로 연결되고 이는 효과성 저하로 이어진다. 결론적으로 군은 효과성과 효율성을 모두 고려한 군수지원체계를 설계해야 한다. 본 연구의 목적은 효과성과 효율성을 동시에 추구할 수 있는 육군 공급사슬 구조를 연구하는 것이다. 이를 위해 직접배송 개념의 수송채널을 추가한 이중채널 구조를 제안하였다. 효과측정을 위해 전시상황 시나리오를 달리하여 시스템 다이내믹스 시뮬레이션을 통해 분석하였다. 분석결과 재고수준, 수송비용, 서비스충족률 모두에서 대안공급사슬의 성과가 향상되었다. 본 연구는 효율성만을 강조했던 기존 연구와는 달리 효율성은 물론 위기에 대응할 수 있는 효과성도 고려한 모델을 제시하였다는 점에서 의의를 가질 수 있다.

Abstract

It is challenging to design a supply chain structure to consider both efficiency and effectiveness due to its trade-off. The goals of this paper are to examine and design the effective and efficient army supply chain structure. In this study, we proposed the dual-channel structure adding direct delivery channel to current army supply chain. Then, we developed a simulation model based on system dynamics method. This study finds that dual-channel structure can reduce inventory level, transportation cost and improve the service level of end customers.
