한국군 보급지원 성과지표 목표수준 설정 방안: 사용자대기기간 및 청구대기기간을 중심으로

국방부 및 각군은 군수지원의 효율성을 제고하고 전투준비태세 향상을 목적으로 제반 군수지원의 성과를 평가하고 분석하기 위해 군수지원 성과지표를 운영하고 있다. 군수지원 성과지표는 광범위한 군의 군수체계에 대한 관리수준, 지원성과 등의 군수경영 효율화 수준 등을 계량화된 정보로 전환하여 설명한다. 따라서 성과지표별 목표수준을 설정하고, 목표를 달성하기 위한 노력을 통해 궁극적으로 군수지원 성과 향상을 도모하게 된다. 본 연구에서는 사용자 중심의보급지원에 대한 성과 측정에 대표적인 지표인 사용자대기기간(CWT)과 청구대기기간(RWT)의 목표수준 산정 방법론에 대해 고찰하고, 공군의 실제 군수운영데이터를 기반으로 목표수준 산정에 대한 예시를 제시하였다.
Abstract
In order to improve the efficiency of the logistics support and to strengthen thecombat readiness conditions, the Ministry of National Defense(MND) and each armedforces are operating the logistics support performance metrics. The metrics show thelogistics efficiency of the armed forces by numerically translating the management levels,the performance of the support, etc., into clear and readily-accessible data. Therefore, by setting a target within this metrics and endeavoring to meet this target,the logistics support performance can ultimately be improved. In this study, performancemetrics of the main indicators of the user-oriented supply support, the CustomerWaiting Time(CWT) and the Requisition Waiting Time(RWT), are related in order topresent a method for setting an appropriate target, and through an incorporation ofthe actual data of the air force, a example regarding the determination of the targetis also presented.
