본 논문은 FAUI((Fiscal Austerity and Urban Innovation Project) 국제비교연구를 토대로 특히 우리나라 지방자치단체장의 신정치문화(New Political Culture)적 속성에 관해 분석하고자 한다. 그 이유는 신정치문화적 속성을 보이는 지방자치단체장일수록 혁신정책채택에 능동적이며 도시혁신을 성공으로 이끄는 가능성이 높게 나타나고 있음이 FAUI 선례연구를 통하여 나타나고 있기 때문이다. 최근 지방자치가 진행되면서 지방자치의 정착과 발전을 위해서는 지방정부의 행정혁신이 절실하다는 논의와 지적이 활발한 바 혁신과 연계된 것으로 생각되는 단체장의 NPC적 속성에 대한 분석은 우리 지방정부의 방향성 재고에 시사하는 바가 크다고 할 수 있다. 분석결과 우리 사회에서도 전반적으로 NPC적 성향이 서서히 확산되고 있음을 알 수 있다. 그렇다고 해서 그 같은 경향이 지배적으로 나타나고 있는 것은 아니다. 그 이유는 상당부분 제도적 영향력에 의해 NPC적 성향이 억제되고 있는 것으로 생각할 수 있다. 특히, 복지사회로의 진입이 늦어지고 있다는 점을 가장 큰 장애요인으로 지적할 수 있다. 이러한 결과는 복지제도의 미성숙이 단체장의 혁신성향을 제약하는 중요한 요인으로 간주될 수 있다는 점을 나타내고 있다.
Abstract
This research focuses on the new political culture attributes of local government leaders in Korea based on comparative international studies. The issue that we particularly focuse on is that, from the studies of preceding Fiscal Austerity and Urban Innovation Project (FAUI) cases, the higher a local government leader has the new political and cultural attributes, the more actively he/she adapts innovative policies, which results in a high possibility of succeeding in achieving urban innovation. This is also a method of measuring the new political and cultural attributes of local government chiefs in Korea, and it started from the expectation that we can infer, to some degree, the direction of their policies on local government innovation, content and their possibility of success in the future. From the analytical results, we can conclude that in Korean society NPC tendency has been steadily spread. However, it is not dominant because it seems to be significantly controlled by institutional influence. In particular, the biggest failure factor is the lagging of becoming a welfare society. This result indicates that an immature welfare system can be an important factor in restraining innovative inclinations of local government leader.
