본 연구는 정부 조직문화 변화의 노력이 단절된 상태에서 현재의 정부 조직문화가 어떻게 변화되었는지를 진단하였다. 특히, 참여정부 정부혁신 요소들 중 어떤 요소들이 조3직문화의 변화에 영향을 주었는지를 알아보고, 향후 지속적인 정부 조직문화의 변화를 이끌어내기 위한 정책대안을 제시하고자 하였다. 본 연구의 결과는 다음과 같다. 첫째, 조직문화 변화 양상은 위계/집단문화 → 혁신/집단문화 → 위계/집단문화의 특성으로 다시 과거의 조직문화로 회귀하고 있는 것으로 나타났다. 둘째, 참여정부가 정부혁신을 추진한 이후 조직문화는 집단/혁신문화로 변화 양상으로 보였으며, 정부혁신 요소들에 대해 긍정적인 평가를 하는 집단은 대체로 혁신/시장문화, 부정적인 평가를 하는 집단은 위계문화의 특성을 보였다. 본 연구는 향후 정부 조직문화의 지속적인 관리가 요구되며, 정부조직 구성원들의 의식변화를 위한 노력이 지속적으로 추진되어야 함을 제시하였다.
Abstract
The purpose of this study was to analyze how organizational culture in local government has been changed and to investigate which factors in governmental innovation practices have contributed to these changes. Results of this study suggest recommendations for the improvement of local government's organizational culture. This study suggests a need of continuous management of organizational culture. It also suggests that there should continuous educational training, support of learning groups, support from the organization head, transparent and fair personnel management, improvement of work process, and extensive incentives.
