주민참여활성화를 위한 주민참여기제의 성격분석 및 재설계방향

초록

본 연구는 주민참여가 활성화되지 못한 이유를 발굴한 후 향후 정책방향을 제언하고자 하는 목적을 가지고 있다. 연구목적의 달성을 위하여 광역자치단체 홈페이지를 방문하여 홈페이지에 제시되어 있는 53개의 주민참여기제를 발굴한 후 이를 대상으로 분석하였다. 분석은 주민참여기제들이 주민참여유형, 정책과정 중 어디에 집중되어 있는지, 주민참여기제의 성격이 무엇인지를 파악하는데 초점을 두었다. 분석결과를 보면 첫째, 우리나라의 주민참여기제는 50% 정도가 수동적 참여유형에 집중되어 있다. 둘째, 정책과정별로 살펴보면 정책설계단계와 정책집행단계에 전체의 90% 정도가 집중되어 있고, 정책평가단계에는 10%정도가 포함되어 있는 것으로 나타났다. 셋째, 주민참여기제를 성격별로 분석한 결과, 3유형(무관심형)이 가장 많은 것으로 나타났다. 이와 같은 분석결과는 지방정부 주도형 주민참여, 정책설계와 집행단계에 집중된 주민참여 그리고 무관심형의 주민참여기제가 다수를 차지하고 있음을 의미한다. 향후 주민참여를 활성화하고자 한다면 주민주도의 주민참여, 정책평가단계의 주민참여 그리고 1유형(참여형)의 주민참여가 이루어질 수 있도록 다양한 주민참여기제를 만들어야 할 것이다. 동시에 기존 주민참여기제들에 대한 고민이 이루어져야할 것이다.

Abstract

This study aims to uncover the reason for the lack of citizen participation and recommend the direction for future policies. For this purpose, we visited the websites of metropolitan and provincial governments and unearthed and analyzed 53 citizen participation mechanisms presented on the website. The analysis focused on identifying the type of participation and the policy process on which the mechanisms were concentrated and on identifying the characteristics of the mechanisms. The study showed that first, about 50% of the civic engagement mechanisms in South Korea involved passive participation; second, when it came to the policy process, 90% of the mechanisms were linked to policy planning and implementation, and 10% to policy evaluation; and third, an analysis of the characteristics of the mechanisms showed that most were Type 3 (indifferent). These results suggest that the majority of citizen participation mechanisms involved local government-initiated participation, worked during the policy planning and implementation phase, and were indifferent in nature. If local governments want to encourage citizen involvement in the future, they should create a variety of mechanisms that enable citizen-led participation, encourage civic engagement in policy evaluation, and facilitate Type 1 (participatory) participation. At the same time, they should reconsider existing citizen participation mechanisms.
