본 연구는 비영리 마케팅 연구 주제로서 제주도의 지하수 자원 관리 방안에 대한 소비자 선호도를 조사하였다. 지하수 관리 방안에 대한 경제적 가치를 추정하기 위해, 제주도민을 대상으로 이산선택실험 설문조사를 수행하여 지하수 관리 속성에 대한 지불의사가격을 추정하였다. 설문조사에서는 Lancaster의 소비자 특성수요이론에 근거하여 지하수 속성을 조합한 대안을 제시하고, 응답자들에게 가장 만족스러운 대안을 선택하도록 하였다. 지하수 속성으로는 관련 문헌에 대한 토픽 모델링을 통해 지하수 수질 개선 활동, 지하수 오염 정화 활동을 통한 질병 예방, 주민 교육, 수질 관리·감독 시스템을 포함하였고, 가치 추정을 위해 기부금 속성을 포함시켰다. 이산선택실험 기반 데이터에 조건부 로짓 모형을 적용한 결과, 기부금, 지하수 오염 정화 활동을 통한 질병 예방, 주민 교육 속성에서 통계적으로 유의미한 결과가 나타났다. 해당 속성들은 소비자들이 선호 차이를 보이는 요소로, 지하수 자원 관리 방안을 위한 정책 수립 시 필요한 요소임을 시사한다. 본 연구는 속성별 지불의사가격을 바탕으로 지하수 자원 관리 방안을 제시하였다.
Abstract
This study evaluates the economic value of Jeju Island's groundwater resources management. Jeju Island's 670,000 residents rely heavily on groundwater due to limited freshwater availability. To understand its importance, a survey assessed residents' willingness to pay(WTP) for different groundwater qualities. A discrete choice experiment, using hypothetical scenarios, asked respondents to choose their least and most preferred options based on utility maximization theory. Lancaster's consumer demand theory helped classify groundwater characteristics from 434 related papers into five categories: donation amount, quality improvement, disease prevention through pollution remediation, public education for protection awareness, and water quality monitoring systems. Significant results for donation amounts, quality improvement, disease prevention, and education were found using a conditional logit model, emphasizing these attributes for conservation policies. WTP values for each attribute were estimated, providing essential data for groundwater management. Understanding public WTP for groundwater quality supports effective conservation strategies and sustainable resource management, balancing environmental preservation with economic growth on Jeju Island.
