포스트모던 도시수변공간의 문화적 사용을 위한 도시설계과정 분석 : 볼티모어 항구 문화 도시수변공간 사례를 중심으로

최근 청계천 복원사업은 서울의 장소성과 장기적 공간구조를 재구성하는 상징적인 선형 문화수변공간을 만들어 도시수변공간의 잠재력을 잘 보여주고 있다. 이로 인해 청계천은 서울과 분리할 수 없는 상징적 장소가 되었고 세계 도심재개발 역사에 유례가 없는 사례를 만들어 세계의 주목을 받고 있다. 하지만 1960년대 미국을 시작으로 70년대와 80년대 그리고 90년대 북미와 서유럽의 항구, 강, 운하, 호수를 따라 왕성히 진행된 도시수변공간 (재)개발 역사에 비해 우리나라의 도시수변공간 (재)개발의 역사는 아직도 초기에 있다. 무엇보다도 문화의 시대로 대변되는 포스트모던 사회에서 도시수변공간은 포스트모던 사회의 ‘문화적’ 파라다임을 담을 땅과 물이 만나는 독특한 물리적 공간을 제공해주고 있다. 이에 본 연구는, 성공적 문화수변공간 사례로 모델이 되어온 볼티모어 항구 재개발 사례의 연구를 통해 어떻게 성공적 문화수변공간으로 변모하였는가를 ‘도시설계차원’에서 둘러보고자 한다. 연구의 결과는 초기단계에 있는 우리나라의 도시수변공간 재개발을 성공적으로 유도하기 위해서는 포스트모던 사회의 파라다임에 대한 깊은 ‘이해’와 선진 도시수변공간 재개발 역사에 대한 ‘고찰’ 그리고 포스트모던 파라다임의 핵심인 문화적 내용을 도시수변공간에 성공적으로 반영하기 위한 ‘10단계의 도시설계과정’이 필요하다는 것을 볼티모어 사례를 통해 파악할 수 있었다.
Abstract
the restoration of Cheonggye waterfront in Seoul reflected the needs of the age which seeks for quality and sustainable life in urban space. At the same time, it provided a symbolic initiative to restructure the spatial form of Seoul through creating a linear waterfront in the heart of the city. The success of the restoration drew attention from many countries. While waterfront redevelopments - harbours, rivers, canals and lakes - in both the Atlantic are well established since the 1970s and 1980s, the urban waterfront redevelopment in Korea began recently. In addition, in the post-modern era, the cultural use of post-modern waterfronts are highlighted by planners, urban designers and practitioners to revitalize the unused urban waterfront and enhance the image of the city. This research examines the common cultural significance in post-modernism, post-modern urban space and post-modern urban waterfront. Also, the importance of urban design process is examined through the Baltimore's urban waterfront redevelopment, which becomes a model to follow because of its ground-breaking success. The study found 10 critical urban design stages which have played important roles in creating successful cultural waterfront. It also found the importance of the understanding of the post-modern culture and of its implication in designing cultural use of urban waterfronts.
