본 연구는 국내 워터프런트 개발의 구조적 한계를 중심으로, 인천 송도국제도시·부산 마린시티·부산 북항 재개발의 세 가지 대표 사례를 비교·분석하였다. 각 사례의 개발 배경, 추진 과정, 현황 및 과제를 다각도로 검토한 결과, 도시 경쟁력 강화와 공간 활성화라는 긍정적 성과에도 불구하고 공공성 약화, 경관 및 접근성 훼손, 환경 피해, 지역사회와의 연계 부족 등 구조적 한계가 뚜렷하게 드러났다. 기존 연구가 단일 사례 분석이나 일반적 개발 방향 제시에 머물렀던 데 비해, 본 연구는 비교와 맥락에 기반한 실증적 진단을 통해 이러한 한계를 체계적으로 규명하였다. 또한 구조적 한계를 반영한 정책 및 공간 개선 방안을 제시함으로써, 향후 워터프런트 개발의 구조적 개선과 실천적 전환을 위한 방향을 제시하였다.
Abstract
This study examines the structural limitations of waterfront development in Korea through a comparative analysis of three representative cases: Songdo International City in Incheon, Busan Marine City, and the redevelopment of Busan North Port. It investigates the development background, implementation processes, current conditions, and key challenges of each case. Although these projects have contributed to enhancing urban competitiveness and revitalizing waterfront spaces, they exhibit persistent structural issues such as restricted public access, fragmented coastal connectivity, environmental degradation, and insufficient integration with local communities. Unlike previous studies that primarily focused on single cases or presented general development guidelines, this research provides a systematic, context-based assessment of recurring structural problems observed across major Korean waterfront projects. Building on these identified limitations, the study proposes practical policy and spatial improvement strategies to inform more effective waterfront planning, governance, and management. These insights aim to facilitate a more substantive and practice-oriented shift in the direction of waterfront development in Korea.
