화물자동차 통행시간가치에 관한 국가간 비교 연구 - 도로사업의 투자평가편람 적용사례를 중심으로 -

초록

우리나라에서 시행되는 경제성 평가에서 화물차의 시간가치를 적정하게 반영하지 못한다는 지적이 있어 왔다. 본 연구는 이를 보완하는 방향을 모색하고자 시도되었다. 연구의 진행은 우리나라에서 수행된 화물차 시간가치 연구 및 이를 도로사업 관련 투자평가편람에 적용한 사례를 조사하고 외국의 투자평가편람에 적용된 화물차 시간가치와의 차이점을 파악하였다. 연구의 결과 국가별로 시간가치 산정방법은 고려하는 요소에 따라 차이는 있지만 임금율법을 근간으로 하는 공통점이 있었다. 그렇지만 우리나라의 화물차 시간가치 산정방법은 다른 국가들과 비교할 때 단순하였다. 운전자의 임금과 부가비용만을 반영하고 운송 업종이나 차량의 크기, 근로통행과 비근로통행의 구분, 차량의 기회비용, 운송중인 화물의 가치 등 다른 요소들은 반영하지 않았다. 연구로부터 우리나라 화물차 시간가치는 다른 국가에 비하여 과소 추정될 가능성이 있다고 평가되었다. 과소 추정된 값은 결국 도로건설과 관련된 투자평가편람에 적용되어 경제성 평가 결과에 영향을 줄 수 있다. 따라서 우리나라도 운전자의 임금만을 고려하기보다는 외국에서 반영하는 다른 요소들도 포함하여 시간가치의 크기를 재평가하는 노력이 필요하다.

Abstract

evaluations in Korea today do not adequately reflect the value of travel time of truck. The object of this study is to search for the method to solve this problem. The first step was to survey the cases in which value of time on truck travel was applied to manuals on economic evaluation of transport projects. Then, analysis regarding differences between Korea and other foreign nations' manuals on the economic evaluation of transport projects was carried out. The followings are the results from this study: In all nations, value of travel time of truck was calculated using the wage rate method. However, Korea's method was much simpler compared to other nations. Also, it had more probability of being underestimated than those of other nations. Therefore, besides assessing wage rates, Korea should include more factors when evaluating the value of travel time of truck.
