아파트형공장 제도개선에 관한 연구 - 서울시 사례를 중심으로 -

Abstract

Apartment-type factories have been playing significant roles in revitalizing Seoul's industry. They have served as one of means to provide the space to manufacturers and reconstruct the regional environment in Seoul. Korean government have used incentive systems, such as loan and tax subsidies, to boost the construction of these apartment-type factories and to induce manufacturers. However, it is not certain whether the apartment-type factories really work for the industrial development and strengthening Seoul's competitiveness. Because the enterprises that are moving into the apartment-type factory are small-scaled and there is no interaction among them. In fact, some of them are non-manufacturers. And in the supporting facility area, there are much more commercial facilities, such as restaurants and shopping malls, than supporting facilities that are approved by regulation. Focusing on these problems mentioned above, this study aims suggesting amendments for the apartment-type Factory systems. The big difference compared to other studies is to suggest practical alternatives for those problems. Amendments that can stimulate the Apartment-type factory construction are as follows; 1) guaranteeing the industrial location for the apartment-type factory in manufacturing districts, etc. 2) expanding loan, 3) exempting variety of quasi taxes, 4) increasing floor space index, 5) permitting multiplex. And alternatives for the managements of those factories are as follows; 1) deregulating the category of permitted businesses, 2) improving the sale process for the manufacturing space, 3) replacing the positive system of supporting facility regulations with negative system, 4) permitting sales of the other goods under the certain condition, 4) abolishing the space limit of particular supporting facility, 5) strengthening of network between enterprises and supporting institutions, 6) building a lease-exclusive apartment-type factory.
