저소득층 노인 밀집지구의 시‧공간 분포와 근린환경 특성 - 서울시를 사례로 -

본 연구는 서울시를 대상으로 하여 저소득층 노인 밀집지구의 시․공간 분포를 파악하고 저소득층 노인 밀집지구의 근린환경 특성을 분석하는 데 목적을 두었다. 밀집지구를 추출하기 위해 핫스팟 분석을 수행하였다. 지난 10년 동안 서울시 저소득층 노인 밀집지구의 시․공간 분포를 분석한 결과 주로 강북에서 강한 군집현상이 나타나고 있었다. 추출된 저소득층 노인 밀집지구를 보면 경사지의 단독․다세대주택 밀집지구, 구도심의 역 주변 주택 밀집지구, 영구임대아파트 지구의 3가지 유형으로 구분될 수 있다. 저소득층 노인 밀집지구의 근린환경 특성을 파악하기 위해 사례지구를 선정하고 400m 버퍼 내의 근린환경을 조사하였다. 그 결과 유형 1의 사례지구는 녹지는 풍부하나 경사가 심하여 보행환경이 열악하고, 공공시설 및 대중교통 접근성이 불량한 것으로 나타났다. 유형 2는 대중교통 및 편익시설 접근성은 양호하지만, 공원․녹지가 부족하고 보행매력도가 낮은 것으로 나타났다. 본 연구를 통해 저소득층 노인의 삶의 질 향상을 위해서는 근린환경 특성을 고려한 정책을 펼쳐야 한다는 시사점을 도출하였다.
Abstract
This study aims to analyze the temporal-spatial distribution and neighborhood environmental characteristics of highly concentrated districts of the low-income elderly in Seoul. Using the local spatial autocorrelation statistics(hotspot analysis), low-income elderly districts were extracted. The spatial distribution patterns of the highly concentrated districts of the low-income elderly for the last decade showed strong spatial clusters in Gangbuk area. The extracted clusters are classified into three types; detached and multiplex housing areas on hillsides, dense housing areas nearby subway station and permanent rental apartment areas. To analyze the surrounding neighborhood environmental characteristics of the highly concentrated districts of the low-income elderly, 400m buffer zones were constructed for selected case districts. According to this analysis, case 1 seems to have enough green spaces but poor transportation accessibility, and case 2 has good accessibility to public transportation and convenience facilities but it has low pedestrian attractiveness due to lack of green spaces. The result of this study gives a policy implication that neighborhood environmental characteristics should be considered to enhance the quality of life for the low-income elderly people in Seoul.
