서울시 ‘원전 하나 줄이기’를 위한 전략적 틈새로서 미니태양광사업과 에너지 시민성의 변화: 서울시 노원구 주민 인식조사를 바탕으로

이 연구에서는 서울시 ‘원전 하나 줄이기’ 사업의 일부인 ‘아파트 미니태양광사업’을 에너지 전환의 전략적 틈새로 파악하고, 사업 참여자들의 참여 동기와 사업 인식을 살펴봄으로써 ‘미니태양광사업’의 개선방안을 제안하고자 하였다. 분석을 위해 노원구를 연구의 대상지로 선정하여 설문조사와 심층면접, 홍보물 분석을 진행하였다. 연구 결과, 경제적 요인은 미니태양광 확산에 영향을 미치는 중요한 요인임이 분명하지만 비경제적 요인도 의미 있는 영향을 미치고 있었다. 전력요금 절감 효과가 크게 기대되지 않는데도 참여한 시민들이 있고, 사업 시행 후 전력요금 절감 효과가 미미하지만 참여 자체에서 자긍심을 느끼는 시민들도 많았다. 이러한 연구 결과는 에너지체제 전환을 위한 사업들이 경제편익과 재생가능에너지 이용의 양적 확대에 대한 강조를 넘어, 에너지 시민성 함양을 위한 기회로 활용될 수 있음을 시사한다.
Abstract
This study views the mini-PV installation in apartments, a project included in the One Less Nuclear Power Plant Policy of the Seoul government, as a niche towards energy transition and aims to suggest measures to improve the project by examining the perception and motives of its participants. This study selected Nowon-gu as the object of study and carried out surveys, in-depth interviews and content analysis on promotion materials. As a result, the study reveals that the economic factor has a definite influence and the social and environmental factor also has significant influences. While there were some citizens who participated in the project in spite of minor expectations for a reduction of electric bills, there were many others who felt pride in their participation even with minor rates saving effects. These results imply that policies should pay attention to building energy citizenship as well as quantitative expansion of renewable energy use.
