초록

본 연구는 한국의 사회-기술시스템 전환의 의미와 가능성 속에서 서울시 ‘원전하나줄이기’ 사례가 어떠한 특성과 시사점을 지니고 있는지 분석한다. 구체적으로 거버넌스의 권한(authority)과 관계, 그리고 환경에너지 거버넌스 유형으로 특징지어지는 연구의 분석틀을 수립하고, 거버넌스 평가기준 3가지 부문(제도적 동원, 권한 및 자원의 분배, 상호적 협력)에서의 분석을 통해 서울시 환경에너지 거버넌스의 특성을 유형화하고 전환적 거버넌스로의 함의를 도출한다. 본 연구는 결론적으로, ‘원전하나줄이기’ 환경에너지 거버넌스는 거버넌스 권한(authority) 관계 측면에서 ‘보완적’ 및 ‘전환적’ 접근이 양립하고 있으며, ‘지속가능발전 전환 중심’의 환경에너지 거버넌스 유형의 특성을 드러낸다는 것을 밝힌다. 더 나아가, 본 사례의 환경에너지 거버넌스가 단선적 동력을 넘어 중앙정부 등과의 다층적 공고한 협력관계에 기반을 둔 전환적 거버넌스로 발전해야 하는 과제를 지니고 있으며, ‘에너지 시민성’을 확대할 수 있는 체계적인 지원이 이뤄져야 필요성이 있음을 제시한다.

Abstract

This study analyzes the characteristics and implications of the case of 'One Less Nuclear Power Plant' in the meaning and possibility of the transition of the socio-technical system in Korea. It proposes a framework for analyzing the characteristics of governance, which is characterized by the authority and relationship of governance, and the type of environmental energy governance. The three criteria of governance evaluation (institutional mobilization, power and resource distribution, and interactive cooperation), this paper characterizes the features of Seoul's environmental energy governance and derive implications for transformative governance. In conclusion, this study reveals that 'One Less Nuclear Power Plant' is compatible in the both 'Complementary' and 'Transitional' approaches in the aspect of governance authority, and characterized by the 'Sustainable Development transition-centered' type of environmental energy governance. Furthermore, it suggests that the environmental energy governance of this case has to be developed as a transitional governance based on multi-layered cooperative relations with the national government and there is a need for systematic support to broaden 'energy citizenship'.
