젠트리피케이션의 부작용 방지를 위한 지역공동체 역할에 관한 연구 - 영국 Localism Act의 Community Rights을 중심으로

이 연구는 도시재생과정에서 필연적으로 예상되는 현상인 젠트리피케이션의 부작용을 방지할 수 있는 제도적 장치로 영국 Localism Act의 지역공동체 권리를 소개하고 적용 사례를 분석해 국내에 제도적 시사점을 제시한 것이다. Localism Act는 지역주민들이 자신들의 문제를 스스로 해결할 수 있도록 지역공동체 발언권, 지역공동체 건설권, 지역공동체 입찰권리 등 지역 사회에 대한 새로운 권리와 권한을 부여하였다. 이 중 지역공동체 입찰권리는 지역공동체에게 민간자본보다 우선적으로 부동산을 매입할 수 있는 권리를 갖게 하는 제도로 젠트리피케이션에 의해 지역의 소중한 자산이 지역적 특성을 잃지 않도록 보호하는 것을 목적으로 한다. 이에 실제 권리가 적용되었던 사례분석을 통해 지역공동체 연합체인 로컬리티(Locality)의 역할과 지역공동체 스스로 자금을 조달하는 수단인 공동체 주식(Community Shares)의 작동 원리를 살펴보고 시사점을 제공하였다.
Abstract
Side effects of gentrification can be caused in the process of urban regeneration, such as a sharp increase in rental price, involuntary out-migration of small businesses, and loss of local identity. This paper aimed at providing policy implications in how to prevent the side effects of gentrification through the analysis of Community Rights in Localism Act of UK. The paper found that (1)The UK government provides Community Right to Challenge, Community Right to Build, Community Right to Bid to local residents for preventing side effects of gentrification. (2)Community Right to Bid is that local community can take precedence over private capital enterprises regarding real estate purchase and aims at protecting valuable asset of the region. (3)Asset of Community Value and Community Shares, is the main mechanism of Community Right to Bid, are schemes to help self-financing through issue of shares.
