도시에서 생활이 이루어지는 단위로서의 지역(Neighborhood)은 주민들이 주체가 되어 공동체를 재생시켜 나갈 수 있는 커뮤니티의 공간토대라 할 수 있다. 장소와 생활이 결합된 의미로서의 지역을 기반으로 주민공동체 중심의 근린재생은 도시재생의 중요한 영역으로 자리매김하였다. 영국의 도시재생 제도와 정책의 변화는 지역을 기반으로 한 주민공동체 주도의 근린재생의 가능성을 열어 나갔다. 영국 근린재생의 대표적인 사례인 런던 코인스트리트 커뮤니티는 근린재생의 지속가능성을 확보하기 위해 마을공동체가 직접 자산을 관리하고 자산을 통해 사회적 개발을 유도하여 지역의 복지서비스를 확대하는 노력을 통해 주민자치와 복지를 실현하고 있다. 본 논문은 런던 코인스트리트 커뮤니티 사례를 통해 지역공동체 중심의 지역재생사업의 추진기법으로 자산관리(Asset Management)의 의미와 가치를 살펴보고, 지역개발의 주체로 마을공동체가 자산의 개발, 관리, 경영의 과정을 통해 어떻게 공공성과 사회적 가치를 창출하여 지역 내 개발이익의 선순환구조를 확보하고 있는 지를 살펴보고자 한다.
Abstract
Neighborhood has become the basic unit for urban community providing a platform to form a sustainable urban regeneration. Recent research works on urban regeneration have focused on the potential of neighborhood which is formed on a basis of the concept of ‘community-oriented’ and ‘area-based’. Firstly, this paper tries to analyze the development of British urban renewal policies over the changes of political powers. As a result of the analysis, this paper suggests that the main concept of neighbourhood renewal is an approach that brings together the resources and ideas of residents, governments, businesses and community groups to tackle disadvantage in areas with concentrations of public housing, job creation, and community welfare. This paper also aims to summarize the main value of neighborhood in the process of urban regeneration through the case study of Coin Street Community Builders in London. Analysis of the case gives the lesson that social values and community welfares are expanded by the transfer of capital gains created by the community-initiated asset development projects.
