특수교육 교원평가에 대한 연구 경향: 2000～2015년에 발표된 국내 논문을 중심으로

교원평가의 궁극적인 목적은 전문성 신장이라 할 수 있다. 특수교사는 일반교사와 비교하여교육대상의 차이에서 기인하는 차별화되는 직무영역이 있으며, 근무지에 따라 다른 직무 수행이요구된다. 이에 전문성 향상이라는 교원평가의 목적을 달성하기 위해서는 특수교육적인 특성을반영한 교원평가가 제시될 필요가 있다. 본 연구에서는 최근 이루어진 특수교육 교원평가에 대한 연구를 분석하여 특수교육교원평가에 대한 연구동향을 파악하고, 이를 통한 특수교육교원평가의 문제점과 개선점을 도출하는 한편 해당 분야의 관심을 촉구하는 것을 목적으로 하였다. 2000년부터 2015년까지 이루어진 특수교육교원연구를 조사하여 9개의 논문을 분석대상으로 선정하였으며 연구결과는 다음과 같다. 첫째, 연구방법은 1편의 질적연구를 제외한 8편의 논문은 설문조사를 실시한 양적연구 방법을 사용하였다. 둘째, 연구참여자는 특수교사가 대부분이었다. 셋째, 연구주제는 교원성과상여금에 대한 인식, 교원능력개발평가에 대한 인식, 교사평가문항 활용의 3가지로 분석되었으며, 교원능력개발평가에 대한 인식을 조사한 연구가 다수를 차지하였다. 넷째, 연구결과 및 논의에 따르면 특수교육교원평가의 문제점으로는 평가 문항에 대한 부적합성과 평가과정의 비공정성 등이 지적되었으며, 이에 대한 개선을 위해 특수교육교원의 근무지 특성을 고려한 특수교육교원평가 지표 개발 및 체제 구축에 대한 연구가 이루어질 필요가 있다. 분석결과를 근거로 특수교육교원평가와 관련한 연구 동향과 문제점 및 개선방안에 대해 논의하였다.
Abstract
The purpose of this study was to investigate trends and Issues in Research regarding special education teacher evaluation and provide the suggestions for special education teacher evaluation system. The present study reviewed 9 articles published since 2000 up to 2015 concerning special education teacher evaluation system in Korea. It identified methods, participants, Research Subjects, results and suggestions. The results suggested that (1) quantitative research methods were employed, and survey was mainly used, (2) most participants were special education teachers (3) most studies we have reviewed, was aimed at analyzing awareness of teachers regarding special education teacher evaluation, (4) the current teacher evaluation system has the low validity to evaluate the expertise of the special education teacher, and the result of using this evaluation system, must be unfair to special education teachers. Practical implications for special education teacher evaluation system were discussed.
