청소년 정치참여의 소통 플랫폼으로서 청소년의회 고찰: 청소년의회 조례 분석과 평가를 중심으로

이 연구는 청소년의 정치참여에 대한 관심이 높아지고 이에 대한 제도적 마련이 확산되고 있는 현재 상황에 대해이론적 배경과 실천 사례를 살펴보고, 이를 바탕으로 향후 청소년의 정치참여를 더욱 활성화하기 위한 방안 마련을목적으로 한다. 이론적 배경으로서 유엔아동권리협약 제12조의 아동의 의견이 청취되어야 할 권리를 논의의 시작점으로하여 유럽과 한국의 청소년 참여기구 모델을 검토한 후, 각 지방자치단체에서 운영하고 있는 청소년의회에 관한조례를 분석하고 시사점을 도출함으로써 청소년의 정치참여 확대에 기여하고자 하였다. 이를 통해 우리사회 내 청소년들이 자신들에게 영향을 미치는 정책이나 자신이 속한 지역 공동체의 문제에 스스로 결정을 내릴 수 있도록 하고, 특히 성인과 연계된 파트너십을 바탕으로 활동 또는 참여할 수 있는 기반을 마련하고자 한다. 조례에 대한 분석과평가는 청소년들의 참여권을 확대하는데 시사점을 주는 한편 궁극적으로는 조례 제･개정을 유도함으로써 청소년들의청소년의회 참여를 확대하고 나아가 청소년들이 민주시민으로 성장 발달하는데 도움을 줄 것으로 기대한다.
Abstract
The aims of this study is to examine the current situation of youth participation in the policy decision making process and to explore how to facilitate youth participation. In order to do this, literature review and analysis of regulation about youth assembly based in local community society. Based on the results above, this study suggests several basic strategies to activate and improve youth political participation in local community; strengthening the initiative of youth based on institution such as regulation, implementing youth's self-governing through sustainable participation, and self-development through various participation experience. Therefore, these strategies will show that youth participation bring in positive changes such as increasing citizenship skills; community consciousness, trust, political efficacy and self-governing.
