청소년참여기구 참여유무가 청소년활동 역량에 미치는 영향

초록

목적: 본 연구는 청소년 사업 및 정책과제 발굴 및 제안 그리고 수립 과정에 참여할 수 있는 청소년참여기구 참여유무가 청소년활동 역량에 미치는 영향을 알아보고자 하였다. 방법: 청소년참여기구 참여유무가 청소년의 공동체의식, 시민의식, 정치의식, 인권의식에 미치는 영향을 살펴보고자 서울시에 거주하는 청소년을 대상으로 설문조사를 실시하였다. 본 연구에서는 청소년참여기구 참여 청소년 364명과 미참여 청소년 522명을 대상으로 하였다. 결과: 본 연구결과로 첫째, 청소년참여기구 참여 청소년의 성별은 참여횟수, 참여시간, 참여정도, 참여만족도, 공동체의식, 시민의식, 인권의식에서 유의미한 차이를 보였다. 청소년참여기구 참여 청소년의 연령은 참여시간, 시민의식에서 유의미한 차이가 나타났다. 청소년참여기구 미참여 청소년의 성별은 인권의식에서 유의미한 차이를 보였으며, 연령은 공동체의식, 시민의식, 인권의식에서 유의미한 차이를 보였다. 둘째, 청소년참여기구 참여여부에 따라 공동체의식, 시민의식, 정치의식, 인권의식에서 유의미한 차이가 나타났다. 셋째, 청소년참여기구의 적극적인 참여가 공동체의식, 정치의식, 인권의식에 긍정적인 영향을 미쳤으며, 높은 참여만족도는 공동체의식, 시민의식, 인권의식에 긍정적인 영향을 미쳤다. 하지만 참여횟수는 부정적으로 정치의식에 영향을 미쳤으며, 참여시간은 부정적으로 시민의식에 영향을 미쳤다. 시사점: 이와 같은 연구결과를 바탕으로 본 연구에서는 청소년의 실질적 권한 확대, 내실 있는 참여기구 운영, 청소년위원 교육 및 역량 강화 등에 대한 청소년참여기구의 활성화 방안을 제시하였다.

Abstract

Purpose: This study aimed to investigate the effect of participation in youth participation committees that can participate in the process of discovering, proposing, and establishing youth projects and policy tasks on youth activity competencies. Methodology: A survey was conducted on youth living in Seoul to examine the impact of in youth participation committees on youth's community consciousness, civic consciousness, political consciousness, and human rights consciousness. In this study, 364 youth participating in youth participation committees and 522 youth who did not participate in youth participation committees were targeted. Findings: As a result of this study, first, the gender of youth participating in youth participation committees showed significant differences in the number of participation, participation time, degree of participation, participation satisfaction, community consciousness, civic consciousness, and human rights consciousness. The age of youth participating in youth participation committees showed significant differences in participation time and civic consciousness. The gender of youth who did not participate in the youth participation committees showed a significant difference in human rights consciousness, and age of youth who did not participate in the youth participation committees showed a significant difference in community consciousness, civic consciousness, and human rights consciousness. Second, there were significant differences in community consciousness, civic consciousness, political consciousness, and human rights consciousness depending on whether or not they participated in the youth participation committees. Third, the active participation of youth participation committees had a positive effect on community consciousness, political consciousness, and human rights consciousness, and high participation satisfaction had a positive effect on community consciousness, civic consciousness, and human rights consciousness. However, the number of participation negatively affected political consciousness, and participation time negatively affected civic consciousness. Conclusions: Based on these research results, this study suggested plans to revitalize youth participation committees in expanding the practical authority of youth, operating substantial participation committees, and strengthening youth committee education and competencies.
