청소년생활권시설에서의 정치참여활동 활성화를 위한 역할과 과제

본 연구는 학교에서만이 아닌 학교밖 사회에서 청소년이 잘 이용할 수 있는 공공성을 담보하고 있는 정부차원의 생활권 청소년시설에서의 청소년 정치 참여에 관한 역할과 과제를 살펴봄으로써 향후 제도의 안착과 청소년 민주시민교육의 활성화 방안을 모색해 보고자 실시된 연구이다. 유의 및 눈덩이 표집을 통해 2022년 4월 22일부터 4월 30일까지 실천현장 전문가 11명을 대상으로 선행연구에서 검토된 반구조화된 질문지로 8개 문항을 조사하고 분석하였다. 다각측정한 연구분석결과 청소년참여 인권법의 제정, 청소년의회의 사업의 정책화, 청소년참여활동에 대한 전문인력 양성 사업, 국가자격증 취득 과정시 청소년참여 과목의 개설, 다양한 청소년참여활동 교육물의 개발, 정책 결정권자와 직접적인 대화의 장 마련, 청소년 정치참여활동이 교육적 효과를 나타낼 수 있도록 하는 다양한 양적, 질적 평가방법의 개발, 성과 측정이(정성적 평가 포함) 이루어지도록 하는 평가방법에 관한 표준 매뉴얼 제작, 보급 등 이론적, 실천적, 정책적 방안이 제시되었다.
Abstract
This study was conducted at youth center in a living area most similar to the school model and environment(youth leaders, experiential activities and programs, etc.) By examining the roles and tasks related to youth political participation and political party participation. And this study was conducted to lead the prospects and appropriate countermeasures for the establishment of the system and the prosperity of civic education in the future. Through significance and snowball sampling, from April 22 to April 30, 2022, a semi-structured questionnaire reviewed in a previous study for 11 practice field experts, 8 items were investigated and analyzed. As a result of multiple measurements, youth participation Theoretical, practical, and policy measures were presented, such as the enactment of the Human Rights Act, the policyization of the youth council’s business, a project to nurture specialists for youth participation activities, and the opening of youth participation courses in the process of acquiring national qualifications.
