본 연구는 초등학교 생존수영 교육의 평가에 내재된 이슈를 탐색하고, 이에 대한 효과적 운영방안을 도출하는것을 목적으로 하였다. 이를 위해 생존수영 및 평가 관련 분야에서 전문성을 갖춘 16명의 전문가를 구성하여 4차에걸쳐 델파이조사를 진행하였다. 연구 결과, 초등학교 생존수영 교육 평가에 있어 핵심적으로 고려되어야 할 과제로는‘표준화된 평가 기준 마련(단기)’, ‘지도자 평가 역량 강화(중기)’, ‘교육 접근성과 지속가능성 확보(장기)’가 도출되었다. 이와 더불어 각각의 과제는 객관적인 평가체계 구축, 교사-강사 간 공동 평가 체계 도입, 지역 간 격차 해소 및 장기적예산 기반 마련 등의 구체적 전략으로 제안되었다. 이러한 결과는 생존수영 교육의 질적 향상과 더불어, 학교 체육과수상안전 교육의 실질적 효과성을 제고하기 위한 평가체계 개선의 필요성을 시사하고 있으며, 특히 평가의 공정성확보와 지속 가능한 교육 운영을 위해, 국가 차원의 표준 평가틀 마련과 교사 연수 체계 구축, 지역 기반 교육자원연계가 요구되는 것으로 나타났다.
Abstract
The purpose of this study is to explore key issues related to the assessment of survival swimming education in elementary schools and to propose feasible operational strategies. Using the Delphi technique, four rounds of surveys were conducted with 16 experts from academia, educational practice, and the private sector. The findings identified three primary tasks: (1) the establishment of standardized assessment criteria (short-term), (2) the enhancement of instructors' assessment competencies (mid-term), and (3) the improvement of educational accessibility and sustainability (long-term). Strategies such as the development of a level-based rubric, implementation of co-assessment models between teachers and instructors, and regionally customized educational support were suggested to address each issue. These results underscore the need to restructure the assessment system in a way that ensures quality, fairness, and continuity in survival swimming education. The study recommends that national education authorities implement a unified evaluation framework, promote teacher training programs, and enhance regional resource integration to foster safer and more effective aquatic education environments.
