Abstract
Achievement standards play a crucial role in enabling the national curriculum to function as a standard. This study sets the following research questions concerning the status of achievement standards: What are achievement standards, and when and how were they introduced into the Korean national curriculum? In what ways were achievement standards utilized during the initial stages of their introduction? How has the meaning of achievement standards evolved through subsequent curriculum developments, follow-up studies, and related curriculum documents? What issues can be identified in the formulation of history achievement standards based on the exploration of their changing meanings across different periods of curriculum reform? Furthermore, what implications do these findings have for improving the articulation of history achievement standards? To address these questions, this study examined policy documents and individual research on the development of curricula and achievement standards across various fields, including curriculum studies, educational assessment, educational philosophy and history, social studies education, and history education. The findings show that, since the 1980s, Korea has borrowed the term “achievement standards” in the context of U.S. standards-based education reform, particularly emphasizing the meaning of nationwide standardized (common) benchmarks. In practice, however, the terms “standards” and “criteria” have often been used interchangeably. This study also highlights the changing meanings of achievement standards in successive curricula, paying special attention to the recent shift toward competency- and understanding-based curricula. Consequently, it is confirmed that in the development of history achievement standards, key tasks that require careful resolution include issues concerning content standards, performance standards, and the contextual factors involved in history curriculum development.
