이 연구는 교육정책 담론의 형성, 변형, 상호관계를 분석하기 위해 Foucault의 담론분석(FDA)을 활용할 수 있는구체적 지침을 모색하는 데서 출발하였다. 먼저 Foucault의 담론분석 방법이 발전해온 역사적 과정과, Foucault가제시한 담론분석의 핵심 규칙들을 검토하였다. 이어서 Foucault 이후 다양한 연구자들이 제안한 FDA 지침들을 살펴본뒤, 이를 종합하여 ① 담론의 등장과 맥락 ② 언표와 행위자 ③ 대상의 형성과 배제 ④ 개념의 형성 ⑤ 전략의 형성⑥ 담론의 변형과 상호관계 ⑦ 지식의 위계와 권력 ⑧ 검증과 재해석의 8단계로 구성된 통합 FDA 분석 틀을 제안하였다. 마지막으로 FDA를 교육정책 담론분석에 적용할 때의 강점을 논의하며, 보다 널리 활용되고 있는 비판적 담론분석(CDA)과의 차이를 부각하고 FDA의 필요성을 강조하였다. 또한 FDA 연구자는 담론에 특정한 의미나 진리를 부여하려는시도, 그리고 연구자가 분석 대상에 대한 유일한 해석자임을 자처하는 태도를 경계할 필요가 있음을 제언하였다.
Abstract
This study aims to establish concrete guidelines for applying Foucauldian Discourse Analysis(FDA) to examine the formation, transformation, and interrelation of education policy discourses. It first reviews the historical development of Foucault’s method of discourse analysis and the key rules he proposed. Next, it examines various FDA guidelines suggested by subsequent scholars, and synthesizes them into an integrated eight-step analytical framework: ① discourse emergence and context ② statements and actors ③ formation and exclusion of objects ④ concept formation ⑤ strategy formation ⑥ discourse transformation and interrelation ⑦ hierarchy of knowledge and power, and ⑧ verification and reinterpretation. Finally, the study discusses the strengths of applying the FDA to education policy discourse analysis, highlights its differences from the more widely used Critical Discourse Analysis, and emphasizes the necessity of the FDA. It also advises that the FDA researchers remain cautious about attempts to assign fixed meanings or truths to discourses and avoid assuming the position of the sole interpreter of the analyzed material.
