Abstract

This study examines the experiences and needs of instructors who participated in a Tier 3 intensive reading support program for students with learning needs and offers implications for program improvement. Focus group interviews (FGIs) were conducted with 21 instructors who taught students in grades 3 through 5, and the transcribed data were analyzed using thematic analysis. The findings revealed three main themes. First, instructors observed not only improvements in students’ reading skills but also positive changes in motivation and attitudes. Peer was identified as a key factor role in promoting adaptive learning behaviors. Second, instructors reported substantial challenges, including difficulties motivating students, sustaining their attention, addressing co-occurring emotional and behavioral concerns, planning individualized instruction, and maintaining effective communication with homeroom teachers. Third, the findings highlighted the need for stronger administrative and structural supports, such as pull-out instruction, homogeneous small-group placement, dedicated and stable learning spaces, regular supervision, and formal case-sharing systems. Overall, this study provides a qualitative examination of instructors’ perspectives and offerspractical insights to strengthen the effectiveness and sustainability of intensive reading interventions for students with learning difficulties.
