본 연구에서는 초등학교에서 범교과 학습 주제로서의 보건교육이 제도적, 구조적 제약 속에서 어떻게 운영되고있는지, 이와 관련하여 어떠한 쟁점들이 드러나는지를 분석하고자 하였다. 이를 위해 어떤 법적인 규정과 지침을통해 범교과 학습 주제로서 보건교육이 수용되는지 살펴보고, 이를 바탕으로 실제 학교현장에서 보건교육을 어떠한방식으로 실행하고 있는지 살펴보았다. 분석한 결과, 보건교육 관련 쟁점으로서, 담당 주체의 모호성, 내용 범위의모호성, 법규 및 지침 간 충돌 문제 등이 도출되었다. 이러한 문제를 해결하기 위해 보건교육의 의미, 범위, 담당주체를 명확히 하고, 법 규정 및 지침 간 일관성을 높이는 제도적 정비가 필요하다. 이 연구는 특정 지역(전북)과일부 학교 사례를 중심으로 살펴보았기 때문에, 전국의 초등학교 보건교육의 실태와 편차를 살펴보지 못한 한계를가진다. 또한 관련 문서 분석을 중심으로 연구가 진행되었기 때문에 실제 교사의 인식이나 학생 경험을 심층적으로반영하지 못하였다. 그러함에도 본 연구는 보건교육의 체계적 정립을 위한 후속 연구의 기반을 제공하고, 교육정책과학교 실천 간의 간극을 좁히는 데 기여할 수 있다는 점에서 의미는 있을 것이다.
Abstract
This study aimed to analyze how health education, as a cross-curricular learning theme in elementary schools, is implemented under institutional and structural constraints, and to identify the key issues that emerge in this process. To this end, the study examined the legal regulations and guidelines through which health education is accommodated as a cross-curricular learning theme, and, based on this analysis, explored how health education is actually implemented in school settings. The analysis identified several major issues related to health education, including ambiguity in the assignment of responsibility, ambiguity in the scope of content, and conflicts among relevant laws and guidelines. To address these problems, institutional improvements are needed to clarify the meaning, scope, and responsibility of health education, as well as to enhance consistency among legal provisions and guidelines. This study has limitations in that it focused on a specific region(Jeon-buk) and a limited number of school cases, and thus could not examine the overall conditions and variations of health education across elementary schools nationwide. In addition, because the study was conducted primarily through document analysis, it was not able to sufficiently reflect teachers’ perceptions or students’ experiences in depth. Nevertheless, this study is meaningful in that it provides a foundation for follow-up research aimed at the systematic establishment of health education and contributes to narrowing the gap between educational policy and school practice.
