기후위기에 대응하기 위한 인류의 다양한 노력 가운데 민간 영역에서의 움직임이 주목을 받고 있다. 기업의 소비전력을 재생에너지 전력으로 전환하고자 하는 RE100이 그 대표적인 사례이다. 이러한 움직임은 단순한 캠페인을 넘어 비공식적 규제로도 작용하고 있다는 점에서 그 국내적 영향도 적지 않다. 그럼에도 불구하고 국내 기업의 RE100 참여율은 아직까지 저조한 수준에 머무르고 있으며, 그 원인으로 법제도의 부재가 지적되고 있다. 이러한 문제의식을 갖고 이 글은 RE100 추진을 위한 법제도적 정비를 목적으로 한다. 우선, RE100의 간략한 소개와 그것이 부상하게 된 배경, 그리고 국내에서의 현황을 살펴본다(II). 이어지는 장에서는 RE100과 분산전원의 확산을 위하여 개정된 법안의 내용과 한계(III), 그리고 앞으로 제기되리라 예상되는 몇 가지 쟁점(Ⅳ)을 검토한다. 마지막으로 제시된 문제들을 해소하기 위한 법제도의 정비방안과 시사점(Ⅴ)을 제공한다.
Abstract
Among various efforts to cope with the current climate crisis, a private sector movement is drawing attention. A case in point is RE100, a business commitment to 100% renewable electricity. This movement makes a significant impact which amounts to an unofficial regulation beyond a mere campaign. The low participation rate of Korean companies in RE100 suggests a lack of adequate legal system to support. This article examines a potential legal infrastructure to promote RE100 participation among the Korean businesses. First, it briefly describes the RE100 movement and traces the emergence of RE100, as well as its national impacts (Ⅱ). It then discusses the contents and limitations of recent amendment of the Electric Utility Act and its Enforcement Decree (Ⅲ). Then, it raises several key issues that are expected in the future (Ⅳ). Finally, this article suggests some provisions in current laws and regulations to promote RE100 in Korea (Ⅴ).
