Abstract

In many studies on the developing countries, such as those in the Eastern Europe, the member countries of CIS, Vietnam and China, corruptions are seen as a side effect of the rapid economic development and abrupt social changes. In these countries, where economic and social development are being hailed as national feat, corruption is notably an important social problem and the object of major policy initiatives. China is probably the case where such tendency is most pronounced. As can be seen in the annual results of the investigations of the Transparency International, corruption is one of the major social problems in such countries as China and Vietnam. What concerns us most here is that these countries are one of our biggest trade partners, which means that we cannot avoid studying their situations. There are a few points which are common to their realities. First, the communist ideals are losing their once solid ground since the announcement on the beginning of a post-Cold War, post-ideology, and post-socialist system era at the last US-Soviet summit meeting held in December 1989. Second, there are many forms of corruption and abnormal trades caused by the dearth of the necessities of life, which shows the communist parties' lack of abilities to fight poverty in these countries. Third, the deep-seated corruption of the high officials of the party are spreading into the rest of these societies. Fourth, the countries are largely hostile to openness, since their communist parties have been in power for a long time, and have been practicing dictatorship, for the purpose of covering up the state of their corruption. This study focuses on the background of the corruptions, the efforts to fight corruptions, and the results for such efforts in China. I believe that such an investigation will not only give us insights for us to fight the corruptions which exist in our own society, but also prepare us for the time of unification of the North and the South Korea.
