세월호 사건 하의 의식 수준이 적나라하게 드러났던 이슈들이 많았다. 본고에서는 이러한 정보윤리의 이슈들을 정리해 보기 위한 기본적인 구분의 틀로서, 정보의 일생사라 불리는 정보처리 단계별로 각 단계에서 주요 행위자들이 갖추었어야 하거나 실천했어야 할 덕목과 원칙들을 강조하였다. 주로 정보 생산의 단계와 정보 소비의 단계에서 언론관계자와 정보소비자로 대표되는 전통적 주요 행위자에 새롭게 등장한행위자들을 추가하였으며, 이들이 고의 혹은 실수로 저질렀던 비도덕적인 행위들을 정보윤리의 이슈로 지적하고 나열하였다. 아울러 정보사회를 살아가는 시민들이 마땅히 갖추어야 할 사이버 시민성을 교육함에 있어서, 책임성에 기반한 정보윤리 의식을 강조하는 것에 더하여 효능감에 기반한 정보처리 능력에 대한 교육도함께 고민해야 함을 주장하였다.이후 사건의 처리 과정에서 우리 사회 곳곳의 비윤리성과 상식 이
Abstract
There were so many different kinds of issues concerned with tragic incident of Wrecked Ship SEWOL. In this paper, I tried to classify some issues of Information Ethics which should be more highlighted or treated in more politically correct ways. Framework for classifying is devised according to development stages in whole life history of information. 5 different Stages of information lifetime history were defined like these - producing, processing, distributing, consuming, discarding of information. I tried to make some comparison of rights & duties between old media reporters and new media reporters. Old media’s reporter means many reporters of TV or Radio Broadcasting Stations, Newspapers, Governmental Institutions. New media’s reporter includes some workers of Pod Cast services, Personal Blogger, Star Users in Socal Network Services. I pointed out some professionals violated basic principles of Accuracy, Fairness, Objectivity in this SEWOL case. No matters with intention to say with or without intent, their mistakes were immoral and irresponsible things. So I proposed that we should introduce the concept of Cyber Citizenship to the field of Information Ethics Education in schools. Effective information processing competencies and moral awareness of responsibilities should be emphasized as crucial components of Cyber Citizenship.
