한반도 통일과 동북아 평화를 위한 단기적, 중장기적 요건과 전략을 연구하였다. 단기적 전략으로는 1. 6자 회담을 통한 한반도의 평화협정체결 2. 국제기구를 통한 우회적 접근 방안 3. 동북아의 지역 경제협력을 통한 방안 4. 주한미군문제 5. 네트워크 형성 등을 다루었다. 중장기적 전략으로 1. 동북아 비핵화 2. 다자간 협의체제의 발전 3. 유라시아 경제 발전 전략. - 철도 연계 4. 중립화 통일 방안 5. 해외동포를 통한 국제적 역량강화 방안 등이 필요함을 살펴보았다.국제적 통일역량 강화를 위해서는 정부와 민간은 힘을 합해서 해외동포들이 한민족으로서의 정체성을 잃지 않도록 노력해야 하고, 이를 위해 다양한 프로그램을 개발해야 한다.
Abstract
For the reunification of the Korean Peninsula and the peace of Northeast Asia, we need to take a detour through the international organization like UN. It's necessary to take advantage of the Six-Party Talks in order to achieve the peace agreement between South and North Korea. It's desirable to consider the neutral unification of the Korean Peninsula as well. It's very important to build the multilateral cooperative system for the peace of Northeast Asia. The rearrangement of the U.S. Armed Forces stationed in Korea will accelerate the unbalanced military power between USA and Asia, and stimulate the arms race in this area. The denuclearization of Northeast Asia is important. For the economic cooperation of Northeast Asia, the economic community of the Korean Peninsula should be formed. And the concrete project like the railroad linkage through Asia to Europe should be promoted. The Korean government and civil society should make efforts to help the Koreans living in foreign countries to keep their identities as Koreans.
