본 논문은 우선 북한이 비핵화 협상에 나선 배경과 의도를 살펴보고 이어서 이제까지의 비핵화협상을 평가하고 과제를 살펴본다. 그리고 비핵화 전략과 동북아신질서 구축 방안의 대안을 제시한다. 우리로서는 비핵화를 매개로 협상 파국 시 피해 당사국임을 내세워 미중 간의 대타협을 적극적으로 중재해야 한다. 미중 간에 힘의 균형이 아직 미국에 있을 때 우리에게 기회가 있을 수 있다. 북미 협상 파국을 대비하여 가칭‘비핵화 로드맵 작성을 위한 동북아지역협의체’ 구성을 제안하고 남북한, 미, 중, 일, 러 및 EU가 참가하는 다자적 비핵화 프로세스를 시작해야 한다. 이를 통해 동북아에서의 지역협력과 통합 메카니즘 구축에 한국이 주도적으로 나서야 한다. 비핵화를 단기 과제로 생각해서 서둘러서는 안 된다. 우리 내부도 변하고 미국도 변하고 무엇보다북한이 실질적으로 변해야 가능한 것이 실질적 비핵화이다. 좀 더 장기적인 안목을 가지고 내부 통합에 신경을 쓰면서 주변국과의 다자적 협력 체제를 만들어 가야할 때이다.
Abstract
The paper investigates the backgrounds and the intentions of the North Korean denuclearization. And then the denuclearization process so far is evaluated and finally the alternatives for the denuclearization policy are suggested. South Korea should coordinate actively the grand compromise between the US and China from the position of the country directly involved in the case of the negotiation failure. We may have a chance when the power equilibrium lies in favor of the US. We have to suggest the establishment of the Northeast Asian cooperation body for formulating a denuclearization road map launching the multilateral denuclearization process involving two Koreas, US, China, Japan, Russia and the EU. We should not regard the denuclearization a short run task. In order to induce a real denuclearization, the domestic side of South Korea, US and above all North Korea should change in real terms. We should have a more long term perspective and pay more attention to domestic integration of South Korea making a multilateral cooperation system with the neighboring countries.
