한국에 근대적 의미의 정당이 도입된 지 60년이 지났지만 반복되는 창당ㆍ분당ㆍ통합ㆍ해산 등 정당의 잦은 변화로 연속성을 유지하지 못하였으며, 그 결과 정당의 제도화 수준이 낮고 정당정치에 대한 불신이 매우 높다. 본 연구는 해방이후 현재까지 한국 주요 정당의 연속과 변화 과정을 분석하여 그 모형을 발견하는 데 있다. 한국정당의 연속과 변화를 경험적으로 살펴본 결과 ①정치변동의 종속모형 ②정당지도자의 야심모형 ③정치리더십의 부재모형 등 세 가지를 발견하였다. 세 가지 모형 중에서 한국정당의 연속과 변화에는 정당지도자의 야심모형이 가장 크게 작용한 것으로 분석되었다. 특정 정치지도자가 사적인 정치욕망을 실현시키기 위한 수단으로 정당을 수없이 창당ㆍ분당ㆍ통합 등을 주도하였음을 발견하였다. 정치윤리나 선거 때 국민과의 약속을 위반하고 특정 정치 지도자의 당권욕과 대권욕을 실현시키기 위한 정치도구로 이용하기 위하여 정당의 연속과 변화가 추진된 것이다. 정당의 이합집산과 합종연횡은 국민과 당원의 의지나 선택보다는 정치지도자의 정치목적에 따라서 결정되었기 때문에 사당성이 강하고 공공성이 결여되어 진정한 의미의 정당이라고 보기 어렵다는 사실을 발견하였다. 정당의 제도화 수준을 높이기 위해서는 무엇보다 정치인들의 정치윤리 확립과 더불어 사당성을 탈피하고 대중정당으로 발전해야 할 것이다.
Abstract
The purpose of this paper is to explore the models of continuity and changes in the Korean political parties since 1945. By reviewing the historical process of the continuity and changes of Korean political parties, this study finds three models; dependency of political change, political ambition, and lack of political leadership. Among these three, politicians' ambition model can be understood as one of the most prominent phenomena in the continuity and changes of the Korean political parties. A very few ambitious politicians who considered party as a political machine for achieving their power have been played leading roles in the continuity and changes of Korean political parties. The needs for institutionalization of the political parties and development of the mass parties have been emphasized.
