이 논문의 목적은 키프로스 통일협상과정을 검토하여 한국통일교육에 주는 시사점을 도출하여 통일교육의 문제점과 대처방안을 제시하는 것이다. 그리스와 터키는 비잔티움제국의 몰락이후의 역사적 앙금 때문에 정치 외교적으로 적대적인 관계를 유지하고 있다. 그럼에도 불구하고 그들은 키프로스의 독립시기부터 통합을 보호하는 협정 당사국들이다. 터키와 그리스 영국은 개입할 권리를 가지고 있는데 1960년의 키프로스 독립헌법에 보호국으로 인정되고 있다. 그리스계가 주도하는 키프로스만이 국제적으로 인정받고 있지만 나머지 북부 키프로스는 터키가 45년 동안 점령하고 있다. 그리스계가 1974년 군사쿠데타를 일으킨 후에 터키가 키프로스 북부지역을 점령하면서 키프로스는 그리스계와 터키계 인종으로 분단되었다. 북키프로스는 1983년에 독립을 선언하였다. 키프로스 통일방안이 2004년 국민투표에 부쳐졌는데 터키계는 65%가 찬성했지만 그리스계는 24%만이 찬성하였다. 한국의 경우 많은 국민들이 북한의 군사적 도발 때문에 같은 민족이라기보다는 위협적인 국가라는 인식이 커지고 있다. 장래에 한반도 통일에 대한 국민투표가 키프로스에서처럼 실패할 수도 있다. 따라서 한국국민들이 통일에 대한 열망을 키울 수 있는 통일교육 대책마련이 필요하다.
Abstract
The purpose of this paper is to review the process of cyprus reunification talks and find implications for Korean unification education and suggest counter measures. The political and diplomatic relations between Greek and the Turkish have been historically hostile, developing primarily during the fall of Byzantine Empire. Even though, they are treaty-bound to defend Cyprus’s territorial integrity from the beginning of Cyprus independence. Turkey, Greece, and ex-colonial ruler Britain have intervention rights that were granted under Cyprus' 1960 constitution to the island's guarantors. Even though, Cyprus’s Greek-led government is the only internationally recognized, Turkey has occupied the northern half of the island for 45 years. Cyprus has been divided on Greek Cypriot and Turkish ethnic lines since Turkey invaded the north in 1974 after a short-lived Greek Cypriot coup engineered by the military junta. The Turkish Republic of Northern Cyprus declared its independence in 1983. Cyprus reunification plan was put to the people of Cyprus in a 2004 referendum, and was supported by 65% of Turkish Cypriots, but only 24% of Greek Cypriots. Because of North Korea's military provocations, many of South Koreans are more likely to see North Korea as a nation threatening the security rather than as a nation sharing the same ethnic background. It seems that Korea peninsular reunification referendum might fail in the future alike experienced in Cyprus. Therefore, Seoul needs to prepare measure to enhance aspiration for peaceful unification of Koreans, especially young Koreans through unification education.
