Abstract

Cyprus is a small island nation located in the eastern Mediterranean. Due to its geopolitical position, Cyprus has been subject to frequent foreign invasions and interventions. Despite the emergence of many newly independent states after World War II in 1945, Cyprus only achieved independence through an international agreement in 1960. The reunification of South and North Korea is fundamentally different from Cyprus’s situation in that it is based on ethnic homogeneity. However, it is important to acknowledge the significant changes that have taken place over decades of divergent political systems. For a successful reunification of the two Koreas, it is essential not only to preserve and restore ethnic homogeneity, but also to expand and strengthen common ground based on the universal values of human rights. Reunification in a divided country is a highly unique issue, making it difficult to derive generalizable principles. While countries such as Vietnam, Yemen, and Germany are often cited as examples of division and reunification in the 20th century, the differences between them tend to outweigh the similarities. Cyprus’s reunification, however, involves distinctive elements that differentiate it from other countries’ reunifications. First, Cyprus, a small island nation, had a population exceeding one million in 2005, with fewer than 1.2 million people as of 2018. Its total area, 9,251 km², is roughly equivalent to the combined areas of Chungcheongbuk-do and Jeju Island. The influence of such a small divided state on reunification strategies, particularly federal solutions, is significant. Second, after Cyprus was occupied by the Ottoman Empire, Turkish immigrants settled on the island, spreading Islam. In contrast, the Greek Cypriots, who were the original inhabitants of the island, practiced Eastern Orthodox Christianity, leading to pronounced religious conflicts between the communities. Third, Cyprus is characterized by ethnic conflict between the Greek-majority South and the Turkish-majority North. This situation contrasts with other reunified nations where ethnic identity served as a driving force for reunification. In Cyprus, overcoming ethnic conflict has emerged as one of the major challenges to reunification. Fourth, the Republic of Cyprus was established in 1960 through an agreement between the Greek and Turkish Cypriot communities, as well as Greece, Turkey, and the United Kingdom. However, the tensions between the Greek and Turkish Cypriots, exacerbated by military interventions from both Greece and Turkey, led to the division of Cyprus. The influence of external powers remains a critical factor in Cyprus’s division and poses a significant challenge to reunification. Given these unique circumstances, Cyprus’s reunification process differs in key ways from the reunification of other divided nations. Only by carefully considering these factors can we accurately assess the characteristics of Cyprus’s division and reunification, and the lessons they may offer for South Korea’s reunification process. This paper begins with an overview of the “Background of Cyprus’s Division and the Progress of Reunification Discussions” (Section II), followed by an examination of the basic structure of Cyprus’s reunification in “Cyprus’s Federal System” (Section III), “The Government Structure of Cyprus” (Section IV), and “The Status and Powers of the Cyprus Parliament” (Section V). Finally, it concludes with “The Lessons of Cyprus’s Reunification” (Section VI). Cypriot history reveals that the people of Cyprus were unable to overcome the internal ethnic and religious conflicts that divided them, and their capacity to form a functional unified state was limited. The continued presence of democratic and religious tensions within Cyprus indicates a lack of sufficient effort to identify and expand common values that could unite both parts of the island. During the period of division, many Greek and Turkish Cypriots likely preferred complete separation or even union with Greece or Turkey, rather than remaining within a federated Cyprus. This sentiment likely played a key role in both the division of Cyprus and the delay in its reunification. The primary lesson we can learn from the Cyprus reunification process is not one of success, but rather the lessons of failure. These lessons, derived from the shortcomings of the Cypriot experience, are invaluable for understanding the complexities of reunification. A thorough and critical examination of the meaning and limitations of a federal system consisting of two constituent states is necessary for evaluating the prospects of reunification.
