초록

본 연구의 목적은 공공 리더십의 통합 접근을 탐구하는 것이다. 공공 리더십의 통합 접근이라 함은 공직자, 공공기관의 1) 업무 수행 능력과 기능의 발달을 위한 접근, 2) 윤리적 리더로서의 특성과 행동 증진을 위한 접근을 합친 개념이다. 즉 공공 리더십을 구성하는 두 가지 축인 법적, 제도적으로 부과된 업무 역할 수행에 초점을 맞춘 ‘준수’ 접근, 그리고 윤리적 리더로서의 자질과 인격 발달에 초점을 맞춘 ‘윤리’ 접근을 병용하는 것을 말한다. 기존의 공공 리더십 논의와 연구들은 주로 공직자들의 업무 수행 역량이나 기능을 개발하기 위한 법적, 행정적, 제도적 차원에서의 준수 접근을 다루는 것에 비해 윤리 접근이 상대적으로 덜 다루어진 경향이 있었다. 이에 연구자는 이를 보완하기 위한 하나의 대안으로 ‘윤리적 리더십’ 개념의 수용을 제안하였다. 그리고 본 연구에서는 ‘책임윤리’와 ‘시스템 이론’을 원용하여, 공공 리더십 통합 접근의 이론적 틀의 완성도를 더 높이고자 하였다. 다만 경험 연구가 아닌 이론 연구에 머물고, 공공 리더십 발달을 위한 교육 프로그램까지 다루지 못한 한계를 지닌다.

Abstract

The purpose of this paper is to study on the integrated approach to public service leadership. The integrated approach to public service leadership seeks 1) the development of the legally or institutionally imposed task-performance ability and skills of public officials, and 2) the enhancement of their characteristics and behaviors as ethical leaders. It uses two approaches complementally. In general, lots of researches about public service leadership have tended to focus on a law-based compliance approach. Therefore, in this study, I think it is desirable to use jointly a normative or ethical approach. and further to supplement a theoretical framework for the integrated approach of public service leadership through ethical leadership. I utilize responsibility ethics and systems theory in order to a theoretical framework for integrating compliance approach and ethical approach. My study has a limit in staying on theoretical research only.
