빈곤층과 외국인 주민 거주지분리에 대한 연구: 서울시 사례연구

초록

사회가 점점 더 다원화되고 이질적으로 변화함에 따라 다양한 사회경제적 문제들을 해결하고 다루기가 점차 어려워지고 있다. 이러한 와중에 중산층 붕괴로 야기된 빈부격차의 심화 및 계층 간 불평등과급격한 외국인 주민 수의 증가로 인하여 빈곤층과 외국인 주민에 대한 정책적 관심이 높아지고 있다. 빈곤층과 외국인 주민의 거주지가 어떠한 공간적 패턴을 갖는지는 빈곤과 이민의 문제가 가져올 다양하고복잡한 정책 이슈들을 진단하고 해결하는 데 있어서 중요한 의미를 지닌다. 본 논문은 2006년과 2009년서울특별시에 거주하는 국민기초생활수급 인구와 외국인 주민의 거주지분리에 대해 살펴보고자 한다. 거주지분리를 측정하기 위하여 상이지수와 엔트로피지수를 이용하였고 서울시 전체에 대한 전역지수는 물론 25개 자치구들에 대한 거주지분리도 함께 측정하여 비교하였다. 서울시 전체에 대한 전역지수를 분석한 결과 외국인 주민의 거주지분리가 빈곤층의 거주지분리보다 상대적으로 더 심한 것으로 나타났다. 또한 3년간 추세를 살펴보면 빈곤층의 거주지분리는 다소 완화된 데 비해서 외국인 주민의 거주지분리는점점 심화되어온 것으로 드러났다. 서울시의 25개 자치구들에 대한 경제적, 인종적 소수집단들의 거주지분리를 살펴본 결과 자치구들 간 편차가 상당히 존재하였고 소지역 간 거주지분리의 공간적 차이는 거주지분리 측정의 유형에 따라 달라지는 것을 확인했다. 또한 전체 인구에서 빈곤층이나 외국인 주민이 차지하는 비율과 거주지분리 정도는 상이한 패턴을 보여주고 있었지만 지난 3년간 전반적으로 남서부 외국인밀집 지역과 서울 중심부에서 동부지역에 걸쳐 거주지분리가 상대적으로 더 심해진 것으로 나타났다.

Abstract

As a society gets more diverse and heterogeneous, it is likely to confront difficulties in handling various socio-economic problems. To this end, South Korea has recently experienced a rapid increase in the number of immigrants and inequality between social and economic classes has been rising. As a result, poverty concentration and residential segregation are becoming topical policy issues, particularly in regard to developing systematic and long-term anti-poverty and immigration policies. In light of these developments, it is necessary for scholarly efforts to identify the spatial variation of disadvantaged minority groups’ residential areas. The main purpose of this article is to investigate the residential segregation of the poor who are protected by The National Basic Livelihood Security System, and of the foreign population, residing in the Seoul metropolitan city based on the data that come from the end of 2006 and 2009. According to the results, the residential segregation of foreign residents appears more severe than the residential segregation of the poor. For the past 3 years, the residential segregation of the poor has been mitigated whereas the residential segregation of the foreign population has got worse. The present study also confirms significant deviation of residential segregation between sub-regions of the city. However, the pattern of spatial variation tended to differ by types of segregation index.
