This paper analyze the interaction and effects of institutional and situational factors by applyinghistorical reflection and narrative approach to changes of textbook system in Korea. Reflective narrativeapproach extracts the actors' intentions, reasons, expectation, and reflection contents from the policynarrative of textbook system. And it grasp patterns and characteristics of the textbook system from thestories of actors directly related to the textbook system according to the structure of time such as past,present, and future. Through this approach, it is possible to understand the structure of the textbooksystem, the moral story of the actors, the interaction between structure and actors, and the change ofthe textbook system as a whole.
