에너지빈곤층 추정 방법론 비교･정리 및 국내 에너지복지 정책에 대한 개선방안

본 연구는 국내 선행 연구에서 다루지 않은 해외의 최신 에너지빈곤 추정 방법론을 정리하고, 기존 방법론과 비교하여 개선방안을 제안한다. 이를 통하여 에너지바우처사업의수혜대상 기준에 대해 시사점을 제시한다. 해외의 다양한 에너지빈곤 추정 방법론을 크게 ‘객관적 지표’, ‘주관적 지표’로 구분한다. 객관적 지표는 소득 및 에너지 지출액 등객관적 값을 통해 계산된 지표를, 주관적 지표는 설문응답자의 주관적 판단 기준을 통해계산된 지표를 의미한다. 객관적 지표는 에너지빈곤 지표를 처음으로 정립한 1세대 지표와 이후 거주공간 효율성 등 1세대 지표가 반영하지 못한 측면을 담고자 개발된 2세대지표로 분류한다. 그리고 국내 주요 에너지복지 정책인 에너지바우처사업의 수혜대상에대해 살펴본다. 결론적으로 해외 지표를 통한 국내 복지정책의 대상에 대하여 에너지효율성 반영, 소득빈곤과 에너지빈곤의 구별, 잔여소득 반영 등 3가지 시사점을 제안함으로써 에너지복지 정책의 사각지대 완화 방안에 대한 시사점을 제시한다.
Abstract
The objective of this research is not only to review recent energy povertyindicators including the famous indicators but to provide the policyimplications. The methodologies and energy poverty indicators which havebeen proposed in various literature to measure and define energy povertyare a great deal of variety. There are two main approaches about theenergy poverty indicators, which are objective and subjective. Objectiveindicators are divided into two parts, first generation that contributingto defining energy poverty and second generation. Also, in order to providepolicy implications for domestic, the authors review a selection criteriaof energy policies in Korea. This study suggests the ways to improvethe target selection of the energy policies so that narrowing the gap ofthose by including the energy efficiency and the residual income, anddistinguishing the energy poverty from the income poverty.
