Abstract

In this paper, we investigate the factors which accelerate or deter the technology transfer of the CDM and suggest the several policy proposals. There are 5 deterrence factors: low commercial viability, lack of information, lack of access to capital, weak institutional framework, low technology capability. To solve these problems, the host country’s government should improve the profitability of the environmentally sound technology and reduce the uncertainty of the CER issuing. Also, UNFCCC might use the subsidy policy and CER multiplying scheme to accelerate the technology transfer. Lastly, R&D and education are important to improve the technology capacity of the host country. By using these suitable remedies the technology transfer can be more fostered.
