기후기술협력 준비도 진단 프레임워크 수립을 위한 탐색적 연구

초록

글로벌 기후기술협력은 안정적인 개도국 기후거버넌스와 효율적인 기후재원 투입이 전제되어야 한다. 그러나 기후거버넌스의 안정성과 기후재원 투입의 효율성을 분석하는 도구가 존재하지 않는다. 이에 본 연구는 리뷰연구로서 기후기술협력 준비도라는 개념을 통해 이를 진단하고 분석할 수 있는 기초 프레임워크를 제공한다. 단어적, 그리고 글로벌 인덱스의 정의를 참조하여 기후기술협력 준비도의 정의를 제공하였으며 선행연구와 글로벌 인덱스의 세부항목 분석을 통해 기후기술협력 준비도에 포함되어야 하는 요인, 그리고 선행 글로벌 인덱스와의 차이점을 제시하였다. 본 연구는 기후변화 대응과 협력이라는 시대적 주제에 부합하며, 한국 또는 다른 공여국이 개도국과의 기후기술협력을 추진하고자 할 때 기초자료로 사용할 수 있으며, 기후기술협력과 관련된 연구에 있어서 이론적 배경을 제공한다는 점에서 의미가 있다.

Abstract

The success of global climate technology cooperation highly depends on two factors: the stability of climate governance in developing countries and the efficiency of climate finance. However, the international community cotemporally lacks a verified tool to evaluate and analyze such two conditions. Therefore, this study contributes to presenting a theoretical background of diagnosing and analyzing the concept of climate technology cooperation readiness. While the definition of ‘readiness’ for climate technology cooperation was clarified by referring to the previous global indexes, its components were carefully selected via analyzing and comparing previous studies and relevant indexes. Within the scope of climate change response and cooperation, this study is meaningful in that its results can be utilized as fundamental data when Korea and other countries promote climate technology cooperation with the developing countries. Furthermore, it provides a theoretical background for climate technology cooperation research.
