국내산업의 국외무역 의존도가 심화되고 있는 가운데 세계적으로 발생하고 있는 수입원자재 중단 사태는 공급망 재편을 부각시켰고, 첨단기술 패권경쟁으로 확장되고 있다. 일본은 경제안전보장추진법을 제정하여 특정중요물자 공급망 확보, 기간인프라 견고성 강화, 특정중요기술 개발 지원, 특허출원 비공개제도 정비를 추진하고 있다. 우리나라도 공급망 재편과 기술패권 경쟁에 적극 대응하기 위해 국가첨단전략산업법을 제정하였다. 동법은 첨단산업 기반 강화를 위해 전략기술과 특화단지의 지정 및 정부 지원을 규정하고 있다. 본고는 경제안보정책상 쟁점인 공급망 관리품목의 지정, 사전허가제와 사전심사제의 비교 그리고 민군겸용기술의 특성을 검토한다.
Abstract
Until now, deregulation in line with globalization has eased the structure of confrontation between countries. However, amid the deepening dependence on foreign trade by the domestic industry, the case of suspending the flow of imported raw materials highlighted the reorganization of the supply chain, which is expanding into a competition for high-tech hegemony. Japan has enacted the Economic Security Promotion Act to strengthen the robustness of infrastructure and to stabilize the supply chain by developing alternatives for raw materials. In addition, high-tech technology is supported significantly by presenting it as a key engine for future national development, and the secret patent system is being reorganized as a measure to prevent technology leakage. Korea will implement the National Advanced Strategic Industry Act from August to actively respond to supply chain reorganization and competition for technology hegemony. This paper reviews the designation of supply chain management items which are issues in economic and security policy, the pre-authorization system and the pre-examination system as a measure to prevent technology leakage, and the analysis method of combined civil and military technology.
