이 연구는 2022년 제8회 전국동시지방선거에서 처음으로 지방의회의원에 대한 후원회 개설이 가능해진 점에 주목하여, 광역의회의원 선거를 대상으로 후원회 모금액의 양상과 그 결정 요인을 실증적으로 분석하였다. 분석결과, 첫째, 후원회 개설률은 매우 저조했는데, 이는 복잡한 설립 절차, 인력 확보의 어려움, 회계･법적 부담, 낮은 실익 등이 주요한 제약 요인으로 작용한 것으로 분석된다. 둘째, 후원회 모금액 평균 차이를 두 집단으로 나누어 분석한 결과, 후원금은 도시 지역, 당선인, 현직, 비패권정당 소속 후보자에게서 더 높게 나타났다. 셋째, 후원금모금액 결정요인에 대한 회귀분석 결과, 기존 국회의원선거 와 달리 현직 여부나 지역패권정당 소속은 유의미한 영향을 미치지 않았고, 지역 패권정당 소속 변수는 오히려 음의 효과를 보였다. 전체 모형의 설명력은 매우 낮게 나타났는데, 이는 지방선거에서 중앙정치와는 다른 후원회 모금 요인이 작용하고 있음을 보여준다.
Abstract
This study empirically analyzes the patterns and determinants of campaign contributions raised through political fundraising associations introduced for the first time in metropolitan and provincial council elections during Korea’s 8th nationwide local elections. First, the rate of political fundraising association was notably low, due to complex registration procedures, difficulties in securing personnel, accounting and legal burdens, and low cost-effectiveness. Second, higher levels of campaign contributions were observed among candidates in urban areas, those elected, incumbents, and those affiliated with non-dominant parties. Third, the incumbency advantage and affiliation with a regional hegemonic party did not show statistically significant effects, while the factor of regional hegemonic party demonstrated negative or insignificant relationships. The overall explanatory power of the model was low, suggesting that campaign fundraising in local elections is driven by different dynamics than in national politics. Therefore, a more refined understanding of the determinants of campaign contributions in local council elections requires further analysis of qualitative variables beyond existing explanatory factors.
