Abstract
This study analyzes the process of the 2025 revision of the Japan International Cooperation Agency (JICA) Law by applying the Multiple Streams Framework (MSF). A comprehensive review of government documents, expert interviews, and Japanese primary sources revealed that the recognition that public funds alone could not meet domestic and international development needs formed the ‘problem stream’. This was supplemented by the revision of the Development Cooperation Guidelines, policy recommendations from expert meetings, and demands from the Japan Business Federation, forming the ‘policy stream’. Furthermore, the formation of the Kishida Cabinet and shifts in public opinion created a ‘political stream,’ and the establishment of the expert panel opened a ‘policy window’. The Ministry of Foreign Affairs led the amendment process as ‘organizational policy entrepreneurs.’ This study goes beyond existing research in analyzing the changes in Japan's development cooperation system, which are similar to those in Korea's, using MSF, and in empirically clarifying the process of policy formation through Japanese-language materials and stakeholder interviews.
