다중흐름모형 관점에서 일본의 ‘일하는 방식의 개혁(働き方改革)’ 정책변동 분석

본 연구는 오랫동안 초과근무 문제를 겪고 있던 일본의 ‘일하는 방식의 개혁’ 관련 법안 제정 과정에 대해 분석하였다. 본 연구에서는 세 가지 흐름, 정책의 창, 정책선도가 등의 다중흐름모형 관점에서 2012년부터 2018년까지 일본의 ‘일하는 방식 개혁’ 정책변동이 어떻게 발생했는가를 살펴보았다. 그 결과 문제의 흐름으로 일본의 낮은 노동생산성, 초과근무 시간, 인구감소, 신입사원 과로사 발생 등이 있었으며, 정책대안 흐름으로 과로사 문제를 해결하기 위한 아베내각 주도의 정책대안이 제시되었고, 정치의 흐름으로 2012년과 2017년 중의원 선거에서의 아베내각 승리와 과로사 문제해결을 희망하는 국민들의 여론 형성이 있었다. 이러한 세 가지 흐름들이 정책선도가인 아베총리와 아베내각에 의해 커플링 되어 정책의 창이 열리고 조정을 거친 후 관련 법안들이 통과된 것이다. 이러한 분석을 통해 본 연구는 정치의 흐름, 초점사건, 정책선도가가 정책변동에 중요한 역할을 한다는 것을 경험적으로 입증했다는 점에서 의의를 지닌다.
Abstract
Our study examined the process of enacting‘The Reform of Working Ways' related legislation in Japan, which has been suffering from long-term overtime work. Between 2012 and 2018, we analyzed how the policy changes of Japan's‘The Reform of Working Ways' occurred in terms of multiple streams framework focusing on three streams, policy window, and policy entrepreneur. As a result, in the stream of problems, there were Japan's low labor productivity, overtime hours, and population decline, and the death of overworked new employees. In the stream of policy, policy alternatives led by the Abe cabinet were presented to solve the problem of death from overwork. In the stream of politics, the Abe cabinet won the House of Representatives elections in 2012 and 2017, and there was a public opinion wishing to solve the problem of death from overwork. These three streams were coupled by Prime Minister Abe and the Abe cabinet to open a policy window, and then, after Prime Minister Abe and lawmakers coordinated related laws which were passed. This study would be significant in that it empirically proves that the stream of politics, focus events, and policy entrepreneurs play an important role in policy change.
