Abstract
This study explores Turkey's major foreign policy orientations and Central Asia policy (2003-2014), also examines the trends, causes of policy changes, achievements and limitations. Since Turkey has set the goal of rising as the middle power, multilateralism and soft power diplomacy have been actively promoted in its foreign policy and Central Asian policy as well. Turkey has established the multilateral partnership with Central Asian countries under the frame of the Turkic Council and TURKSOY. Those institutions highlight the “Turk” identity, which easily distinguishes Turkey from Russia, the United States and China. As a result, in the international environment of Central Asia, Turkey appears gradually to establish its own position as a middle power and securing its influence in the region. Turkey's Central Asia policy has been made from carefully examining the characteristics of the multi-polarized international environment in the region. Despite the fact Turkey’s influence is clearly limited compared to great powers like Russia(to keep itself as a traditional power), the United States(to expand its influences), and China(to accelerate its economic expansion), Turkey has been exploring the favorable agendas and fields it can lead, building its own position through multilateral frameworks, and creating its own new strategic value. In this regard, the case of Turkey’s policy towards Central Asia is likely to provide some implications for Korea's Central Asia policy formation.
