튀르키예의 대동남아시아 정책 연구: 2010년대 이후 성과와 한계 분석

초록

2019년 발표된 튀르키예의 ‘신아시아 구상(Yeniden Asya, Asia Anew)’은 튀르키예 외교 전략 기조의 맥락에서 새로운 전환점을 시사했다. 역사적·민족적·문화적 정체성을 공유하는 중앙아시아나 중동이 아닌지역이 중점 외교 전략 지역으로 새롭게 설정되었기 때문이다(Yılmaz 2024, 13). 유럽연합 가입이 요원해지고, 경제 위기에 봉착하면서 튀르키예는 외교적 지평을 다변화하는 전략적 변경을 가했다(오종진 & 이주성 2022, 8). 이에 부응하고자 에르도안(Recep Tayyip Erdoğan) 대통령은 2022년 11월 인도네시아를 방문했고, 2023년 6월 신임 외교부 장관에 임명된 피단(Hakan Fidan)은 첫 순방지로 인도네시아와 말레이시아를 선택하며 상징적인 메시지를 보냈다. 기존의 우선순위였던 카자흐스탄의 방문은 그보다 2개월 후였고, 2024년 1월 넘어서야 피단 장관은 키르기스스탄과 타지키스탄을 방문했다. 또한 2024년 11월 이스탄불에서‘신아시아 안보 포럼(Asia Anew Security Forum)’이 개최되면서, 튀르키예 정부는 동남아시아 국가들과 안보 파트너십에 대한 논의도 전개하기 시작했다. 본 논문은 튀르키예와 동남아시아 국가 간 관계가 어떠한 맥락에서 발전했는지 살펴보는 데 그 목적이 있다. 특히 이러한 과정에서 신아시아 구상은 어떠한 역할을 수행했는지, 그 배경과 맥락, 더 나아가 시사점은 무엇인지 중점적으로 살펴볼 것이다. 결국, 본 논문은 특정 이론에 대한 검증이나 실증 데이터를 중심으로 한 양적 분석결과를 제시하기보다는, 신아시아 구상이라는 소위 ‘선언적’ 외교 정책적비전이 튀르키예와 동남아시아 국가 간 관계 발전에 실제적인 동력을 부여했는지 관련 문헌과 통계 자료를 분석하는 방법론을 채택하였다. 본 논문은 튀르키예의 외교 기조 측면에서 신아시아 구상의 의미를 살펴본 후, 튀르키예의 대동남아시아 정책의 추진 현황을 제도적, 정치·외교적, 경제적, 그리고 군사·안보적 측면에서 정리해 보겠다. 그리고 이러한 관계의 한계점 및 전망에 관해 서술한 후 결론을 제시하겠다.

Abstract

In August 2019, Türkiye unveiled the "Asia Anew Initiative," heralding a paradigm shift in its diplomatic doctrine. Due to economic turmoil, Türkiye signaled a departure from its foreign aid diplomacy towards Central Asia and the Middle East, redirecting its attention towards forging a new nexus of collaboration and solidarity with Southeast Asia. Since the 2010s, Türkiye has shown a keen interest in advancing relations with Southeast Asian nations, steadily nurturing these ties after pronouncing the Initiative. Noteworthy strides have been made in securing symbolic political leverage, fostering substantive economic partnerships, and delineating promising avenues across diverse domains. This article seeks to cast light on the contextual evolution of Türkiye-Southeast Asia relations, prioritizing a holistic elucidation over the validation of specific theories or quantitative empirical scrutiny. It endeavors to extrapolate the pivotal role and nuanced implications of the "Asia Anew Initiative," while delineating the trajectory of Türkiye's policy vis-à-vis Southeast Asia through a prism encompassing institutional dynamics, political-diplomatic maneuvers, economic entwinements, as well as military-security dimensions. Drawing upon this analysis, the study intends to delineate the constraints and prospects characterizing the maturation of relations between Türkiye and Southeast Asian nations.
