본 논문은 중앙아시아 국가(카자흐스탄, 우즈베키스탄, 키르기스스탄, 타지키스탄)와 러시아 간의 노동 이주에 초점을 맞추어 노동 이주의 중요성과 그 사회·경제적 영향, 그리고 이주의 이익 을 극대화하기 위한 역내에서의 국가 간 협력에 대해 평가하고자 한다. 중앙아시아 지역에서 노동 이주는 빈곤과 고용기회 부족에 대처하기 위한 생존전략으로 중요한 역할을 수행했으며, 이주자들이 본국에 보낸 송금은 개별 가구의 경제생활에 중요한 이바지를 하였다. 이주노동자들이 본국으로 보내는 송금은 2000년대에 들어 두드러진 증가세를 나타내어 노동 이주는 중앙아시아 국가 간의 통합을 촉진하는 잠재적 동력이 되었다. 그러나 노동 이주를 둘러싼 각국의 공식적인 노력은 미미했는데, 송출국과 유입국은 모두 이주 문제에 협력하지 않았을 뿐만 아니라, 이주의 이익을 경시하고 이주자들의 삶을 힘겹게 만들었다. 또한, 중앙아시아에서 노동 이주는 경제적 문제라기보다는 정치적 문제로 취급됐는데, 유입국(주로 러시아와 카자흐스탄)은 이를 이용하여 송출국에 정치적 압력을 행사하려 하지만, 주요 송출국인 우즈베키스탄은 역내 회합에서 노동 이주 문제의 논의를 차단하고 있다. 따라서 이 지역 내에서 노동 이주의 이익을 극대화하고 불이익을 최소화하기 위해서는 개별 국가 차원의 노력이 필요할 뿐만 아니라, 노동 이주 송출국과 유입국 간의 협력이 중요하다.
Abstract
This paper tries to analyse the significance of labor migration and its influence on socio-economic development in Central Asian countries(Kazakhstan, Uzbekistan, Kyrgyzstan, and Tajistan), and inter-governmental cooperation in order to maximize profit of the migration in the region. Labor migration have played a significant role as a subsistence strategy to address the problems of poverty and lack of employment opportunity in Central Asia, and remittances by migrants sent to home have made a major contribution to the economic life of their households. The remittances by labor migrants have indicated a remarkable increasing trend and labor migration have become a potential motivation for the integration between Central Asian countries. But, governmental efforts in the region over labor migration have been trivial, so sending countries and receiving countries did not cooperate on the migration issues and underestimate profits of migration and made the life of migrants lives stiff. In the meantime, labor migration have been treated as ather a political issue not an economic one, receiving countries(mainly, Russia and Kazakhstan) try to exert political influence on the sending countries. And Uzbekistan, a major sending country in the region, has regularly excluded at the meeting in Central Asia the discussion over the issue. Therefore, in order to maximize the profits and minimize the disadvantages of labor migration, it is necessary to make efforts not only on the level of each individual countries, but on the level of governments in sending and receiving countries.
