국제관계의 급격한 변화 속에서 한국과 중앙아시아 사이에 발견되는 독특한 현상이 하나 있다. 그것은 바로 한국 내 중앙아시아 이주민의 증가이다. 특히 이주의 목적 중 노동을 위한 이주가 꾸준히 증가하고 있는 것으로 관찰된다. 현재 중앙아시아 3개 국가 - 우즈베키스탄, 키르기스스탄, 타지키스탄은 한국과 고용허가제(EPS)를 체결하여 시행 중에 있으며, 카자흐스탄은 고용허가제 체결을 위한 사전 절차를 진행하고있어 곧 체결될 것으로 보인다. (고용노동부 2023) 이러한 사실은 앞으로 투르크메니스탄을 제외한 중앙아시아 4개 국가에서 합법적인 절차를통해 중앙아시아 국민들이 노동을 목적으로 한국 사회에 진입하게 된다는 것을 의미한다. 따라서, 본 연구는 중앙아시아 5개국 중 최근 들어 한국으로의 이주 흐름이 가장 빠르게 증가하고 있는 카자흐스탄의 노동 이주 현황에 집중하여 연구를 진행하고자 하며, 추후 연구의 범위를 다른 중앙아시아 국가들로 확장시켜 나갈 것이다. 연구의 방식은 통계학적 수치를 통해 현상을 파악하고, 이를기반으로 이주체계이론을 활용해 이주의 요인과 특징에 대한 분석을 시도한다. 이주체계이론은 거시적, 미시적, 중위적 측면에서 이주의 움직임을 다각적으로 살펴볼 수 있다는 점에서 복합적 현상의 결과물인 카자흐스탄 국민의 이주 현상을 분석하기에 적합하다고 판단하였다. 결과적으로 동 연구는 카자흐스탄 이주민이 한국 사회 내 변화를 발생시키는 요인 중 하나라는 점에서, 그리고 이들의 존재가 외부의 영향에상관없이 한국과 카자흐스탄 간 관계를 지속적으로 이어줄 수 있는 매개체가 될 수 있다는 점에서 미래 한국의 정책적 대비를 위한 배경지식으로서 활용될 수 있을 것이라 기대해볼 수 있다.
Abstract
Since the pandemic, migration from Central Asian countries to Korea has been on the rise again. Among these countries, Kazakhstan has shown the most significant increase over the past decade, with a 15-fold increase. Notably, labor migration has surged, which is evidenced by the fact that remittances from Korea account for 10% of Kazakhstan's total inbound foreign remittances. This trend of labor migration from Kazakhstan to Korea can be analyzed from macro, micro, and meso-structural perspectives within the framework of migration systems theory, highlighting the interaction between these three structures. At the macro-level, the visa waiver agreement aimed at promoting human exchange between the two countries has been a major factor. Given the political, diplomatic, demographic, and industrial complementarities between Kazakhstan and Korea, this agreement represents a natural policy and structural shift. At the micro-level, various factors have played a role, including the presence of ethnic Koreans in Kazakhstan, the continuous spread of Korean culture, and the increase in online and offline communities related to Korea, all of which have combined to influence this migration trend. Lastly, at the meso-level, the presence of migration brokers has also facilitated these movements, serving as intermediaries between migrants and migration-related institutions.
