Abstract
The purpose of this paper is to present the relationship between the implementation of democracy in Eurasia and the EU democracy program and to examine the possibility of Eurasian countries joining the EU. To this end, the situation of democratic implementation in Eurasia will be reviewed, and present the reason for the sluggish performance of democracy. It is also looking at the contents of major democratic programs at the EU level, including the EU Action Plan on Human Rights and Democracy and the European Partnership for Democracy. The EU has consistently applied guidelines for EU expansion policies that conform to them, presenting general principles and requirements for democracy. It allows us to see that it will take a considerable amount of time for countries that wish to join the EU in the Eurasian region to meet the democratic and other requirements required by the EU. However, the emergence of exogenous variables such as the Ukrainian war can also be a factor that can promote EU membership. Ukraine, Georgia, and Moldova believe that EU membership is possible even if it takes time if they continue to try to establish the rule of law while continuing their efforts to reform democracy. This view will prove that democracy can be consolidated if appropriate external pressure is applied.
